Paid Parking Inc. — Company Policies & Enforcement Procedures

1. Purpose and Scope

This policy establishes the operational, enforcement, payment, and compliance standards governing the activities of Paid Parking Inc. (“the Company”) in the administration of private parking control, violation issuance, and associated fee collection services across contracted properties. These policies apply to all employees, contractors, property clients, and users of Company payment systems, including paidparking.ca and associated payment channels.

2. Authority to Enforce Parking

Paid Parking Inc. provides parking control services exclusively on private property under written authorization from the lawful property owner, strata corporation, property manager, or designated agent. Enforcement activities are conducted pursuant to posted parking terms and conditions displayed on-site. By parking on a controlled property, vehicle operators agree to comply with posted parking rules and acknowledge liability for violation fees resulting from non-compliance.

3. Parking Terms and Conditions

Vehicles parked on properties administered by the Company must adhere to all posted restrictions, including but not limited to:

  • Permit display requirements

  • Time limitations

  • Authorized user designations

  • No-parking zones

  • Fire lane and emergency access restrictions

  • Reserved or assigned stalls

  • Payment or registration requirements

Failure to comply with any posted condition constitutes a parking violation subject to issuance of a notice and associated fee.

4. Violation Notices

When a violation is observed, an enforcement officer may issue a Parking Violation Notice (“PVN”). Each notice includes:

  • Unique ticket number

  • Date and time of issuance

  • Location and property reference

  • Violation category

  • Fee amount

  • Payment instructions

The Company maintains photographic and/or electronic documentation supporting each issued notice. Issuance of a PVN constitutes formal notification of the violation.

5. Violation Fee Structure

Violation fees are predetermined in accordance with client property authorization and posted signage. Fee amounts may vary by violation type, property, or enforcement program. The Company currently administers fixed-fee violation categories including but not limited to:

  • Standard violation

  • Unauthorized parking

  • Restricted stall use

  • Tow/boot related fees

Fees are not punitive penalties but contractual charges arising from breach of posted parking terms on private property.

6. Payment Requirements

Violation fees are payable by the registered vehicle owner or operator within the timeframe indicated on the notice. Payment may be completed via:

  • Online secure payment portal (paidparking.ca)

  • QR-code ticket payment link

  • Authorized payment channels designated on the notice

The Company utilizes secure third-party payment processors. Payment confirmation constitutes settlement of the violation.

7. Ticket Identification and Validation

Each violation notice contains a unique ticket identifier linked to a specific fee category. Entry of a valid ticket number within the Company payment portal directs the user to the corresponding payment amount. Invalid, altered, or unrecognized ticket numbers will not be accepted. Users are responsible for accurate entry of ticket identifiers.

8. Non-Payment and Escalation

Failure to remit payment within the stated period may result in escalation actions, including:

  • Late fee assessment

  • Referral to collection services

  • Parking privileges restriction on controlled properties

  • Vehicle immobilization (boot) or tow authorization where permitted

Escalation actions are governed by property authorization and applicable provincial regulations.

9. Towing and Immobilization

Where authorized by property agreement and posted signage, vehicles in violation may be immobilized or towed. Towing or boot removal fees are separate from violation fees and payable prior to vehicle release. The Company coordinates such actions with licensed towing providers in accordance with provincial and municipal requirements.

10. Dispute and Review Process

Recipients of a violation notice may request a review where they believe the notice was issued in error. Requests must be submitted within the timeframe specified on the notice and must include:

  • Ticket number

  • Vehicle plate number

  • Supporting explanation or evidence

The Company will evaluate documentation and enforcement records. Determinations may include:

  • Notice upheld

  • Notice reduced

  • Notice cancelled

Submission of a dispute does not suspend payment obligations unless formally acknowledged by the Company.

11. Data Collection and Privacy

The Company collects and processes limited personal and vehicle information strictly for parking enforcement, payment processing, and client reporting purposes. Data may include:

  • Vehicle plate number

  • Ticket identifier

  • Payment transaction reference

  • Photographic evidence

Payment information is processed by certified payment providers and is not stored by the Company. Data handling complies with applicable Canadian privacy legislation and contractual confidentiality obligations.

12. Payment Security

Online payments are processed via encrypted payment gateways meeting industry security standards. The Company does not store credit card details. Payment sessions are associated with ticket identifiers solely for reconciliation and enforcement tracking.

13. Officer Conduct Standards

Enforcement personnel are required to:

  • Operate within property authorization limits

  • Apply parking rules consistently

  • Document violations accurately

  • Conduct interactions professionally

  • Avoid conflict escalation

Officers do not accept cash payments or negotiate fees in the field.

14. Signage and Notice Requirements

Parking enforcement is conducted only on properties displaying visible signage specifying:

  • Parking terms and restrictions

  • Enforcement authority

  • Violation fee notice

  • Tow/immobilization conditions

  • Payment instructions

Drivers are responsible for observing posted signage upon entry and parking.

15. Limitation of Liability

The Company acts as an authorized agent of the property owner in administering parking control. Liability for vehicle placement and compliance remains with the vehicle operator. The Company is not responsible for:

  • Damage arising from unlawful parking

  • Consequences of violation escalation

  • Tow storage provider actions

  • User input errors in payment systems

16. Policy Amendments

The Company reserves the right to modify enforcement procedures, fee structures, and payment processes as required by contractual obligations, regulatory changes, or operational needs. Updated policies take effect upon publication or posting on controlled properties or the Company website.

17. Acceptance of Terms

Parking on a controlled property or payment of a violation fee constitutes acknowledgment and acceptance of the Company’s parking terms, enforcement authority, and payment policies.
